Before any asbestos can be managed, removed or documented, it must first be identified. This sounds straightforward, but in practice, identifying asbestos in a commercial or industrial building is a specialist task that requires professional knowledge, appropriate sampling procedures, accredited laboratory analysis and a structured reporting process.

Asbestos cannot be identified by sight alone. Asbestos cement roofing looks similar to modern fibrecement products. Asbestos insulation board looks similar to non-asbestos board products. Without laboratory confirmation, any assessment of whether a material contains asbestos is a guess — and guesses about asbestos create liability, not confidence.

A D Roofing's asbestos survey, identification and inspection service provides commercial and industrial property owners and managers across NSW, ACT and Queensland with a professional, systematic assessment of their buildings' asbestos risk. We work with accredited asbestos assessors to deliver surveys that meet the requirements of the Work Health and Safety legislation in NSW, ACT and Queensland and provide the foundation for a compliant asbestos register and management plan.

Our teams operate across Sydney, Newcastle, Wollongong, Canberra, Brisbane and the Gold Coast. Call 0434 058 186 to arrange an asbestos assessment.

    What Is an Asbestos Survey?

An asbestos survey is a systematic inspection of a building to identify the location, type, extent and condition of all asbestos-containing materials (ACMs) present. The survey is documented in a written report that forms the foundation of the building's asbestos register.

There are two principal types of asbestos survey used in commercial and industrial buildings:

    Management Survey

A management survey is conducted to identify all reasonably accessible asbestos-containing materials that could be disturbed during normal building occupation and routine maintenance activities. It is the appropriate survey type for buildings that are occupied and in normal use. The management survey provides the information needed to complete the building's asbestos register and develop a compliant asbestos management plan.

In NSW, ACT and Queensland, a management survey — or equivalent documented assessment — is a legal requirement for all workplaces where there is a reasonable likelihood of asbestos being present.

    Pre-Demolition or Pre-Refurbishment Survey

A pre-demolition or pre-refurbishment survey is more intrusive than a management survey — it involves physical sampling of materials that would not normally be accessible without destructive investigation, such as materials concealed behind linings, within cavities or beneath floor finishes. This type of survey is required before any significant demolition, renovation or refurbishment works are carried out on a building that may contain asbestos, to ensure that all asbestos-containing materials that will be disturbed during the works are identified before work commences.

A D Roofing's survey service is primarily focused on management surveys and pre-refurbishment surveys in the context of planned roofing and cladding works — identifying asbestos in the roof, ceiling, wall cladding and associated building elements that will be affected by our roofing and cladding services.

Our Asbestos Survey and Inspection Service

    1. Initial Consultation and Survey Planning

We discuss your property with you — its age, construction type, known history of asbestos-related works, and your specific requirements for the survey. We confirm the scope of the survey, the areas to be covered, and any access requirements or operational constraints. We arrange a survey date that suits your building's operations.

    2. On-Site Inspection

Our specialist visits your property and conducts a systematic inspection of all accessible areas within the survey scope. For commercial and industrial buildings, this typically includes:

      • All roof surfaces — sheeting, ridge capping, flashings, valley linings and box gutters
      • All external wall surfaces — cladding panels, fascias, soffits and eaves linings
      • All internal wall and ceiling linings accessible without destructive investigation
      • Plant rooms, boiler rooms and mechanical services areas
      • Pipe lagging and duct insulation where accessible
      • Floor coverings and adhesives where indicated by building age and construction type

All identified or suspected asbestos-containing materials are photographed, their location is recorded on a building plan, and their condition is assessed — whether intact and undisturbed, or damaged and potentially releasing fibres.

    3. Sample Collection and Laboratory Analysis

Representative samples are collected from all identified or suspected asbestos-containing materials using correct sampling procedures — respiratory protection, appropriate containment of sampling debris and immediate sealing of sample bags. Sampling is carried out to minimise disturbance to the material and reduce fibre release during the sampling process.

All samples are submitted to a NATA-accredited laboratory for polarised light microscopy (PLM) analysis — the standard analytical method for identifying asbestos in building materials. Laboratory results are typically available within 3-5 business days.

    4. Survey Report and Asbestos Register

Following receipt of laboratory results, we prepare a comprehensive written survey report. The report includes:

      • A description of all areas inspected
      • The location, type and extent of each identified asbestos-containing material
      • The laboratory results for each sampled material
      • A condition assessment for each ACM — whether it is in good condition, slightly damaged or significantly damaged
      • A risk assessment for each ACM based on its condition, location and the likelihood of disturbance
      • Recommendations for management or removal of each identified ACM
      • A building plan marking the location of all identified ACMs
      • Photographs of all sampled materials and their locations

This report forms the foundation of your building's asbestos register and asbestos management plan — both of which are legal requirements under the Work Health and Safety legislation in NSW, ACT and Queensland.

    5. Recommendations and Management Advice

Following the survey, A D Roofing discusses the findings with you and advises on the most appropriate management approach for each identified asbestos-containing material. Where materials are in good condition and present a low risk of disturbance, management in place with documented monitoring is often the appropriate short-term approach. Where materials are damaged, deteriorating, or are located in areas where they are likely to be disturbed by planned maintenance or renovation works, removal is recommended.

For asbestos roofing and cladding identified during the survey, A D Roofing can provide a written removal and replacement quote as a direct follow-on from the survey — ensuring you have a complete picture of your options and their costs from the outset.

Why an Asbestos Survey Is Essential Before Any Works on an Older Building

Two roofers carrying a new metal roof sheet across the old fibre-cement roofAD Roofing job

Property owners and managers sometimes proceed with roofing, cladding or renovation works on older commercial and industrial buildings without first conducting an asbestos survey. This is a serious mistake — for several reasons.

Legal obligation. Under the Work Health and Safety legislation in NSW, ACT and Queensland, the person in control of a workplace must ensure that workers are not exposed to asbestos. Proceeding with works on a building that may contain asbestos without first identifying the location and condition of asbestos-containing materials is a breach of this obligation — even if no-one is actually exposed.

Contractor protection. Before any contractor carries out work on a building that may contain asbestos, the property owner must inform the contractor of the location and condition of any known asbestos. Without a survey, this cannot be done. If a contractor unknowingly disturbs asbestos during works, the property owner carries significant liability.

Worker protection. Roofing, cladding and renovation workers on commercial and industrial buildings are among the most at-risk groups for asbestos exposure. A pre-works asbestos survey identifies any materials that workers may disturb and allows appropriate controls to be put in place before work commences.

Cost efficiency. Identifying asbestos before works commence allows the asbestos removal to be planned and costed as part of the overall project scope. Discovering asbestos mid-project — when works are already underway — typically results in unexpected cost, programme delays and significant operational disruption.

    Who Needs an Asbestos Survey?

An asbestos survey is relevant for any owner or manager of a commercial or industrial building constructed before 1990. Specific circumstances where a survey is particularly important include:

    • Before any roofing, cladding, renovation or refurbishment works on a pre-1990 building
    • When taking on management of a commercial or industrial building with no existing asbestos register
    • When an existing asbestos register needs to be updated following building modifications or changes to tenancy
    • When there is visible damage to suspected asbestos-containing materials
    • When a worker or contractor raises a concern about potential asbestos in the building
    • When preparing a building for sale, lease or change of use
    • When an insurer, certifier or regulatory authority requires evidence of asbestos assessment

What is the difference between an asbestos survey and an asbestos register?

An asbestos survey is the physical inspection and sampling process that identifies asbestos-containing materials in a building. The asbestos register is the written document — required by law for workplaces — that records the location, type and condition of all identified asbestos-containing materials. The survey is the process that produces the information recorded in the register.

How long does an asbestos survey take?

The on-site inspection component typically takes between 2 hours and a full day depending on the size and complexity of the building. The survey report is typically completed within 5-7 business days of the on-site inspection, following receipt of laboratory results.

Does an asbestos survey require invasive sampling?

A management survey uses minimally invasive sampling techniques — small samples are collected from accessible materials without significant disruption to the building fabric. A pre-demolition or pre-refurbishment survey may require more invasive sampling in areas that cannot be assessed non-invasively. We discuss the sampling approach with you before the survey commences.

Do I need a survey if my building was built after 1990?

The asbestos building product ban was phased in during the 1980s and fully effective by 31 December 1987 for most products. Buildings constructed after 1990 are very unlikely to contain asbestos-containing building materials — though second-hand or imported materials used in maintenance and repair works after 1990 may occasionally contain asbestos. For buildings constructed before 1990, a professional survey is strongly recommended.

What happens after the survey if asbestos is found?

A D Roofing discusses the survey findings with you and advises on the most appropriate management approach for each identified material. For asbestos roofing and cladding, we can provide an immediate written removal and replacement quote. For other asbestos-containing materials not within our scope, we advise on appropriate referrals to specialist assessors and removalists.
